Rush is a Keyword that allows your Characters to be able to Challenge on the turn that they are played, "as if" it was dry. The character is not, in fact, dry. If you shift on top of a character that had Rush and was just played that turn, the new character is still wet and the ability allowing it to challenge has gone away (Unless the new shift character has Rush as well).[1]
