Binding Contract Rulings
The Character that you exert for Binding Contract's FOR ALL ETERNITY has to be "dry" (aka Summoned on a previous turn), and able to Exert as it uses the 
icon. However the character that you target to use that ability on does not have to be dry as it uses the term exert, instead of .[1][2]
